Volume VIIKALIBO, Aklan, (PIA) -- The province of Aklan is working for a more harmonized and intensive school-based immunization program this year to combat measles. This consensus was arrived at during the recent Command Conference for the 2019 School-Based Health Services called for by the Provincial Health Office (PHO) and the Department of Education (DepEd) here in response to the Joint Regional Memorandum Circular No. 2019-01 released by the Department of Health-Center for Health Development (DOH-CHD) Western Visayas led by regional director Marlyn W. Convocar, and DepEd Regional Office VI headed by regional director Victor G. De Gracia, Jr. The command conference held in Kalibo was also attended by heads and representatives of the Department of Interior and Local Government, Sangguniang Kabataan Provincial Federation, Rural Health Units (RHUs) of various Aklan towns, Aklan Medical Society, Philippine Information Agency, and government hospitals. Municipal Health Officers (MHOs) and Barangay Health Workers (BHWs) were also in attendance. The Joint Memorandum Circular stemmed from a memorandum issued by the DOH and signed by DepEd Undersecretary Alain Del Pascua on the continuation of measles outbreak vaccination and implementation of school-based Immunization Program (SBIP). The memo calls for administering a second dose of measles-containing vaccine to all learners from Kindergarten to Grade 7 in line with the DOH measles elimination and control measures. The memo also stipulates that for school year 2019-2020, continuation of measles outbreak vaccination and the regular SBIP will be from June to September 2019. During the meeting, DepEd-Aklan pledged to issue a division memorandum designating school heads/advisers to act as health coordinators in local govern-Issue 14August 1 - 15, 2019ment units (LGUs) without assigned DepEd nurses, to coordinate with other schools in the districts, and to reproduce their own master list and consent forms for an effective SBI campaign. The DILG, for its part, will issue a provincial memorandum encouraging all mayors to actively participate in the immunization campaign. (PIA/vgvillanueva)KALIBO, Aklan, (PIA) -- The Sangguniang Panlalawigan here has approved resolutions authorizing Aklan governor Florencio T. Miraflores to enter into two Memorandum of Agreements (MOAs) with the Department of Health (DOH) and with three private hospitals in Kalibo to aid Aklan’s indigent dengue patients. At the recent press conference here with the local media, Dr. Cornelio Cuachon, Provincial Health Officer I, revealed that the first MOA will be between the provincial government of Aklan through Gov. Miraflores and the DOH for the provision of medical assistance for indigent patients (MAIP) while the other one is a MOA between the governor and three private hospitals in Kalibo which will be tapped to admit indigent dengue patients when they could no longer be accommodated or admitted at the Dr. Rafael S. Tumbokon Memorial Hospital (DRSTMH), the provincial hospital of Aklan. Under the first MOA, the DOH will download P11.5 million to the province,which will be used by the DRSTMH and the Godofredo Ramos Hospital in Altavas, Aklan. The other MOA will be between Governor Miraflores and the St. Gabriel Medical Center, Panay Health Care and Aklan Mission Cooperative Hospital. Under this MOA, the three private hospitals can admit Aklan’s indigent dengue patients provided they get a referral from the DRSTMH. The indigent patients will stay at wards in the private hospitals and their bills will be paid by the province. Presently, the DRSTMH is maintaining a Dengue Fast Lane to immediately cater to patients suspected with dengue. It is also maintaining a hydration area. The PHO committed to provide guidelines, technical assistance and updates on the conduct of SBI; coordinate with all partners to ensure proper implementation of the program; and to seek the help of the provincial governor and Sangguniang Panlalawigan for policy support. On the other hand, RHUs will conduct respective municipal level orientations on SBI through meetings and orientations to ensure proper information dissemination and role clarification. This school year, vaccines to be given under the program are measlescontaining vaccine (MCV) for Kinder to Grade 7, and tetanus-diptheria (Td) vaccine for Grade 1 and Grade 7 only, according to Dr. Cornelio Cuachon, Provincial Health Officer I, who presented the SBI program to partner agencies. In Negros, Iloilo, Antique, Iloilo City and Bacolod City, the human papillomavirus (HPV) vaccine will be administered to Grade 4 females 9 to 14 years old only. Dr. Cuachon said diseases that vaccines protect the children from are rubella and measles through MCV; tetanus and diphtheria (Td); and genital warts and cervical cancer (HPV). Prior to vaccination, proper information dissemination and advocacy will be conducted after which parents/guardians shall fill out and sign informed consent forms. The blessing ceremony was graced by Ptr Yancy Japhet Martinez of Putian Evangelical Church.CAMP PERALTA, Jamindan, Capiz- The Joint Task Force (JTF) “SPEAR” headed by its first commander Major General Dinoh Dolina deployed troops to help retrieve victims of the Iloilo-Guimaras sea mishap on August 03, Saturday. “As your AFP in Western Visayas, it is part of our duty to provide assistance in times of disaster especially to the people whom we ought to serve. We have land, air, and sea capabilities that can truly help in situations like this”, said MGen Dolina. Three passenger boats traversing Iloilo-Guimaras strait capsized after they were hit by big waves on Saturday afternoon killing more than 30 people and leave 6 others missing. Following the incident, JTF “SPEAR” immediately arrayed water search and rescue teams, provided aerial survey over Guimaras strait, and vehicles for stranded passengers. Just this morning, the Air Force Water Search and Rescue, and Recon Team found a dead body around Bondolan Point in Guimaras. Authorities are still investigating if the recovered body is one of the passengers of the capsized boats. “We will continue the search and retrieval operation together with the Philippine Coast Guard to recover the missing victims. Based on the list, Negros Occidental had the highest cases with 679 followed by Iloilo Province with 640; Antique with 345; Aklan with 159; Capiz with 155; and Guimaras with 26. (JBG/VGV PIA6 Aklan)PIA AKLAN BALITAPAGE 03Vol. No. VII Issue No. 14By: JORIZA RIVERA TORRES DENGUE – the most rapidly spreading mosquito-borne viral disease is now the major public health concern of the country as the Department of Health (DOH) recently declared a National Dengue Epidemic. For how many months so much have been reported on the alarming surveillance number of dengue cases that is rocketing high and seem unstoppable. As the cases are rising, it is time to renew the awareness and be ready to prevent dengue. The dengue virus is transmitted by day biting Aedesa egypti and Aedes albopictus mosquitoes. There is no direct treatment for this disease but can be managed when detected at an early stage. The National Dengue Prevention and Control Program by the DOH aims to reduce the burden of this dengue disease. As frequent as the data reporting, the public is fervently reminded to take to heart and implement the Enhanced 4S Strategy. S – Search and Destroy. Preventing and reducing dengue virus transmission depends entirely in controlling the breeding sites of mosquito vectors. The following measures can be done: 1. Make sure all tanks and water deposits and containers are covered an d sealed to keep mosquitoes out. 2. Pour out water from flower pots and planters and replace with damp sand. 3. Turn over containers or objects like pots, tires and bottles to protect them from ac c u mu lating water. 4. Change the water in flower vases at least once a week, pourin g th e u s ed w at er ou t over the ground. 5. Clean all drains and gutters. 6. Keep grass short and trim down branches of trees. 7. Throw away accumulated water from dish drainers and water dispensers regularly. Along this strategy, the DOH has further launched another intervention. The Sabayang 4 o’clock Habit para Deng-Get Outand Aksyon Barangay Kontra Dengue urges government agen-cies, LGU’s, schools, offices and barangay communities to act together to search and destroy mosquito breeding sites. Keep in mind that no breeding sites, no mosquitoes, no dengue. S – Self Protection Measures. Self – initiative is another action to protect and reduce the spread of dengue. Here are some ways to do: 1. Wear clothing like long sleeves, long pants and knee-high socksthat minimize skin exposure during daylight hours. 2. Apply mosquito repellents to exposed skin or to clothing. 3. Use h ou sehold in sec tic ide sprays or vaporizers and mosquito coils to reduce biting activity. 4. Use mosquito nets to protect those who sleep during the day like infants, bedridden patients and night shift workers. 5. Install household fixtures like window and door screens to guard from mosquitoes. 6. Boost immune system by eating fruits and vegetables, regular exercise andadequate sleep. While there is yet no specific treatment for dengue, these self – protection measures will help infants, young children and adults from being victims. S – Seek Early Consultation. Dengue is caused by a virus of the Flaviviridae family and infectsfemale Aedesaegypti mosquitoes as the primary vector of dengue. After 4 – 10 days of incubation, the infected mosquito is now capable of transmitting the virus to humans through the bites. Consider the following symptoms to know if one is vulnerable to infection: 1. High fever usually 40oC 2. Accompanied by 2 of the following: a. severe headache b. pain behind the eyes c. muscle and joint pains d. nausea e. vomiting f. swollen glands or rash Symptoms last for 1 – 7 days, after the incubation period of 4 – 10 days after the bite from the infected mosquito.If any of these signs are observed,seek early consultation immediately. Do not wait for a severe dengue case which is a potential for deadly complications. Early detection and access to proper medical care will lower the rate of severity and will spare the life of a loved one. S – Support Fogging or Spraying. The aim of mosquito fogging is to kill any adult dengue mosquito that may be carrying the virus. This fogging is only applied on areas where there is a registered increase in cases for two consecutive weeksto prevent outbreaks. It is completely harmless on humans. The insecticide used in the fogging is very similar to the insecticides found in household insect sprays cans. The fogging is usually carried out early in the morning and in the evening before dusk as this is the time the vector mosquito is most active and looking for a bite. Doing one of these activities is not enough to protect everyone or prevent dengue infection. To reduce and control dengue, 4S strategy and other actions must be done. While allagencies concerned in the country are doing all they can to wrestle this problem, all residents in every family should take part to win the battle against dengue. Participate and cooperate to break the dengue epidemic.
