Volume VIIIssue 04KALIBO, Aklan (PIA) -- The local government unit of Kalibo in Aklan province is appealing to the National Historical Commission of the Philippines (NHCP) to convert the Aklan Freedom Shrine, one of Aklan’s historical landmarks, into a national shrine. This appeal to the NHCP is contained in a resolution of the Kalibo Sangguniang Bayan, recognizing that the commission has the final decision on the appeal based on Republic Act No. 10066 of the National Heritage Act of 2009. The Aklan Freedom Shrine is located in Desposorio Maagma St. in Poblacion Kalibo town. This year, the Aklan Freedom Shrine will turn 23 years old since its inauguration on March 23, 1926 as 19 Martyrs of Aklan Musoleum, later called as Aklan Freedom Shrine on May 3, 1960.The skeletal remains of the 19 Martyrs of Aklan were interred under the statue of Gen. Francisco del Castillo. The Kalibo SB resolution stated that historical shrines have historical sites or structures which are considered sacred due to stories declared by the NHCP. Should the NHCP declare the Aklan Freedom Shrine a national shrine, the Kalibo SB said there will be incentives for private support of conservation and restoration through the Conservation Incentive Program for National Culture Treasurers. An official heritage marker will also be placed by the commission and in times of crisis or conflicts, natural disasters and other emergencies, the government will be prioritizing the shrine’s protection and rehabilitation. Data from PSA showed that out of 2, 478 marriages happened in 2018, 381 or 15.3 percent took place in May, or an average of 12 weddings in a day. Compared to 2017, weddings for this month increased by about 22 percent from 313 marriages previously recorded. Following next is the month of May with 366 (or 14.8%), and January with 277 (or 11.2%). The month of June, which is traditionallya popular marriage month, only rankedfourth with 263 (or 10.6 percent) weddings, while July placed 5th place with 195 or 7.9 percentOn the other hand, least favored months for marriage were observed in March and September with 102 (4.1%), and 130 (5.2%) weddings, respectively. Meanwhile, of the total marriages took place last year in Aklan, the highest registration was recorded in Kalibo with 587 (or 24%), followed by Malay with 206 (or 8%), and Ibajay with 195 (or 8%). At least 53 percent of couples tied the knot through civil rites, while 41 percent said their “I do’s” in Roman Catholic ceremonies. Likewise, most of the brides got married at the age of 26, while groom wed at the age of 27. On February 23, 2019, the AFP’s Joint Task Force SPEAR (JTF SPEAR) represented by MGen Dolina, the Task Force Commander signed a Memorandum of Understanding (MOU) with the Department of Social Welfare and Development (DSWD) represented by Dir. Ma Evelyn Macapobre of Field Office VI and Dir. Rebecca Geamala of Field Office VII as the Regional Directors held at Hotel Del Rio, Iloilo City. According to MGen Dolina, the said MOU will ensure the efficient and effective delivery of government programs and services in the regions. “As DSWD’s active partner in promoting peace and development, the JTF SPEAR will help ensure the safety of the staff and resources of the Social Welfare Department during the delivery of basic social services to the disadvantaged, vulnerable, at-risk and poor communities,” MGen Dolina emphasized. Further, the JTF SPEAR also agreed to provide logistics and personnel support during disaster relief operation and rehabilitation; coordinate with other branches of AFP for additional logistics and support in disaster relief goods distribution; provide technical assistance and resource person to DSWD on logistics management, communication and basic field survival skills; review and provide technical assistance to DWSD security protocol; provide security to field staff during community assembly and pay-outs in critical areas; and allow the use of AFP vacant buildings or warehouses to store Family Food Packs and other relief goods. Solidum, Jr. emphasized the importance of earthquake drill for disaster preparation in the country during the mock exercise which is now happening in Iloilo City. "We need to prepare together because one city affected by the earthquake will indirectly affect other parts of the country", said Usec Solidum. The drill aims to showcase how national and local government agencies and other key stakeholders work together in preparing for and responding to disasters such as an 8.2-magnitude earthquake. A total of 3, 981 deaths were reported last year, lower by 75 corpses compared to 2017 record of 4, 056. The biggest decline in death was recorded in Banga with 21 percent (from 198 in 2017 to 157 in 2018), followed by Malay with 12 percent (from 204 in 2017 to 179 in 2018), and Batan with 11 percent (from 183 in 2017 to 162 in 2018). On the other hand, the highest increase was registered in Lezo with 25%, followed by Madalag and Numancia with 16% and 15%, respectively. Among the 17 municipalities, Kalibo, the capital town, recorded the highest number of deaths with 1, 786 (or 44%), Ibajay with 310 (or 8%), and New Washington with 182 (or 5%).
